La révolution de l’âge a été si radicale et si rapide (doublement de l’espérance de vie en un siècle) que la République n’a pas eu le temps d’y mettre complètement son nez. Non qu’elle n’ait rien fait (l’APA par exemple a permis une nette amélioration de la prise en charge) mais elle n’a toujours pas pensé cette révolution dans les mêmes termes que ceux qui ont présidé à l’établissement de son système éducatif.
Pour le dire autrement, la République se déploie uniformément et systématiquement en direction du jeune âge (PMI, éducation, médecine scolaire..), elle n’intervient qu’à petite mesure pour ceux qui, à l’issue de leur activité professionnelle, vont avancer dans le champ de l’âge.
L’urgence est grande : le temps de la vieillesse est en passe d’atteindre le double du temps de la jeunesse. Dix huit ici, bientôt pas loin de trente là. D’ores et déjà les personnes de plus de 60 ans sont plus nombreuses que les mineurs.
Il faut à ce long parcours des repères, des outils à disposition de ceux qui s’y engagent. Il faut que les bons vieux principes de la République descendent du fronton des mairies (et encore quelquefois des écoles) pour baliser le chemin de l’âge.
De la liberté bien sûr. Les âgés, s’ils sont à risque de perdre en autonomie quand au contraire les jeunes en gagnent, sont des adultes, des citoyens chevronnés, expérimentés, maintes fois affrontés aux batailles et aux épreuves. Autant que les autres –j’ai eu envie d’écrire : plus que les autres- ils doivent se sentir responsables de leur vie. Ce qui veut dire que leurs droits doivent être affirmés, respectés et qu’ils sont autant de devoirs pour les autres au moment où il ne sont plus eux mêmes en capacité de les défendre. Pour le dire autrement, je veux sortir mon ministère du domaine du compassionnel pour celui du respect.
De l’égalité, O combien ! C’est peu de dire que vieillir doit être une chance pour TOUS et nous en sommes loin. S’il y a un domaine où les chances d’égalité sont mal distribuées (revenus, isolement familial et social..), c’est celui-ci. L’âge ne rapproche pas les conditions, il les écarte et c’est un premier sujet de gravité.
Mais l’inégalité va au delà : elle est aussi territoriale. La politique de l’âge est complexe, elle met en jeu nombre d’acteurs, qui l’interprètent et la concrétisent souvent très différemment (par exemple, les conseils généraux). Il nous faut y mettre plus de cohérence et de lisibilité.
Fraternité. Ce maître mot est généralement décliné sous un autre nom : la solidarité et celle-ci a elle même bien des déclinaisons et deux grandes voies : les solidarités « traditionnelles » et les politiques sociales publiques.
Dans le domaine de l’âge, il faut moins encore qu’ailleurs dissoudre les solidarités familiales ou de proximité, comme il n’a d’ailleurs jamais été question de les dissoudre pour le soin aux enfants. Qui imaginerait que l’Etat se substitue aux parents, hors cas de force majeure ? Au contraire, il faut les favoriser, les soutenir et les accompagner.
Les mettre en valeur aussi, car elles apparaissent quelquefois moins naturelles que le soutien aux enfants. Un seul exemple : si ce sont 60% des jeunes générations qui ont reçu après leur majorité des aides financières de leurs parents, ce ne sont que 15% des parents âgés qui en reçoivent de leurs descendants.
Et puis il y a les solidarités publiques dont l’une demeure tout au long de la vie : la sécurité sociale, mais qui ne prend pas en compte de multiples aspects de ces pertes progressives d’autonomie qui caractérisent l’avancée en âge. Et c’est le cœur de la loi que nous avons en préparation d’en redéfinir les moyens, les modalités et les objets. Bel ouvrage à vrai dire, mais malaisé.
La République a été jusque-là plus amie de la jeunesse que de l’âge. Ce n’est pas totalement de sa faute : en 1945, quand la retraite à 65 ans a été obtenue, l’espérance de vie moyenne était à 67,5 ans. Avouons pourtant qu’elle a été depuis ce temps, un peu inattentive aux courbes démographiques qui auraient dues la tirer durement par la manche.
Il me semble qu’elle y est prête aujourd’hui. Et les Français prêts à l’accompagner.

Très bel article, j’apprécie d’autant qu’aujourd hui, j’ai invitée pour fêter les 100 ans d’une femme remarquable, une amie de longue date ( plus de 62 ans d’amitiés!) de ma maman, bon pied bonne oeil. Une femme qui vit chez elle, qui a adopté une « canne » de puis 1 ans mais se présentant sous forme de de parapluie pour ne pas faire vieux, Cette femme était maquillée délicatement comme elle le fait tous les jours, habillée vivement. Une femme exceptionnelle qui a toute sa tête qui en sortant de table à 18h, et partie faire sa petite marche pour garder la forme…Au fil des discussions, le maitre mot était sa Liberté et le respect.
Liberté, Egalité, Fraternité doivent être décliné à tous les âges de la vie, oui vous avez raison. Il y a bien évidement dans un grand nombre de cas des problèmes de maladie et de ressources financières, mais avant tout un respect à avoir. L’Exemple que vous donnez avec les jeunes est excellent, on arrive à organiser le transport scolaire, pourquoi n’arrive t on pas à avoir des transports en communs plus accessibles aux seniors ( et aux handicapés)… Nous parlons d’expérience, bon nombre de seniors pourraient être les parrains pour les jeunes générations. En tout cas votre enthousiasme me fait sincèrement plaisir, car je pense que vous êtes à la tête d’un ministère certes complexe qui devra comme vous l’indiquez donner plus de lisibilité et de cohérence, mais surtout un ministère qui est un acteur clé dans la politique économique et sociale de notre pays, incluant différents types d’acteurs publics, associatif et privé.

La politique de l’âge avancé, Madame, ne vous faudrait-il pas tout de suite la bétonner, – avec la règle d’or, ma foi, puisqu’il en faut passer par lá – dans la Constitution…? A commencer par les pensions, déjà, même comme elles sont (mal)…
Mais quelle constitution? La française?.. soumise à une alternance que nos démocraties avancées semblent réduire maintenant à un jeu de foire oú l’on s’amuse à défaire ce que d’autres ont cassé…
L’Européenne?…qui a bien failli donner l’hospitalité à Dieu même…?!
Et puis ne faut-il pas s’inquiéter de l’étonnante permanence, voire la progression de la génération des « tanguys » qui restent chez popa-moman le plus longtemps possible: n’est-ce pas de la dépendance anticipée..?
Enfin, avez-vous pris connaissance du bouquin du cardiologue Van Lommel (hollandais, je crois, pas flamand…)? Il vient d’être édité en espagnol et semble indiquer, après des années d’enquêtes, que la plupart des personnes « revenues » de situations fort caractérisées comme de mort clinique, gardent des moments passés au bout du tunnel un souvenir fort idylique. Et surtout, de manière fort concordante, une horreur terrible à l’idée de revenir dans les contrées si hospitalières des « vivants ».
Il y aurait conscience en dehors du corps..???!
Je mettrais ma tête à couper que c’est encore une farce de ce boson de Higgs…

Dans « El sueño del celta » (« Le rève du celte »), un des derniers récits de Mario Vargas Llosas, l’auteur narre la vie d’un irlandais idéaliste, Roger Casement, qui fut le principal dénonciateur des atrocités commises sur les populations locales au Congo belge, d’une part, puis en Amazonie, au nom de l’exploitation du caoutchouc, qui plus que le pétrole peut-être a fondé notre civilisation occidentale (faire rouler les voitures, mais sur quoi..?! les pneus étant toujours la clef de nombre de triomphes en formule 1….).
Après ces deux rapports retentissants (dont le premier amena Leopold 2 à faire don de « son Congo personnel » à la Belgique, sous peine de s’en voir dessaisir par les pays donateurs),
R.Casement se perdit ensuite dans la dramatique tentative de l’indépendance irlandaise qui fit naufrage durant le guerre de 14/18, les indépendantistes s’étant par trop imprudemment confiés à l’aide de l’ennemi allemand…
Vargas Llosas explique qu’un bon ami de Casement avait essayé de lui faire comprendre les dangers du nationalisme en lui citant une phrase d’un grand lettré anglais de l’époque des Lumières, le Docteur Johnson:
« Le patriotisme est souvent les dernier refuge de la canaille »
Bon, l’Irlande a finalement obtenu son indépendance, si l’on en croit une toute récente visite de Sa Majesté aux gouvernants locaux…
mais les nombreuses autant qu’étonnantes réactions nationalistes à « une crise » qui n’en finit pas de durer, et où aucun gouvernement, fut-il d’alternance, ne se résout à désigner des responsabilités, on peut se demander si le Dr Johnson n’a pas de plus en plus actuellement raison…
La banque nationale allemande elle-même ne met-elle pas en garde, ce week-end même, contre
« un excès de solidarité »…?…!!!
Les raffles d’étrangers en Grèce donnent l’impression d’autres temps.
Les « déménagements » de Roms en France laissent dire qu’on reste dans le même temps qu’avant…, on s’en émeut même à Bruxelles…
Le chauvinisme furieux alimenté par les officiels espagnols autour de leurs médailles à Londres cache l’exploitation misérabiliste de la faillite de leurs banques et de leur finances publiques…
C’est quand qu’on va oú?
A la rentrée, il faudra quand même bien savoir si l’alternance en France a fourni une réelle chance à l’Europe, ou seulement un remplaçant du candidat du FMI aux primaires du PS…

Envisager la prise en charge solidaire du vieillissement est en soi une garantie et une satisfaction. Nous avons ici une grande cause nationale pour au moins deux quinquennats pour construire un édifice pertinent et cohérent.
Il nous faut être inventifs et audacieux. Michèle rappelle avec justesse que le système des retraites, créé par les ordonnances du 4 octobre 1945, octroyait une retraite aux assurés sociaux âgés de 65 ans, l’espérance de vie moyenne étant de 67,5 ans. Je me permets une petite précision : à l’époque, la population est très majoritairement composée d’hommes, dont l’espérance de vie frôle… les 60 ans.
Le jeune système de retraite payait donc à sa création, une proportion importante de pensions de réversion, car peu d’hommes vivaient assez âgés pour en profiter.
Le grand bond en avant, cela a été 1981 et le passage généralisé à la retraite à 60 ans. Pour la première fois, on a vu des hommes -en particulier- encore valides, devenir de jeunes retraités actifs (voyages, associations, encadrement des loisirs des petits enfants…). Les vieux n’étaient plus vieux et ils commençaient à jouer un rôle inédit dans la Société française.
C’est à une révolution à la fois plus souterraine et plus profonde que nous sommes appelés aujourd’hui. Construire une Société de l’autonomie individuelle… si possible jusqu’à la mort. Avec des mesures étagées, bien entendu : curatives pour ceux qui sont dépendants… et le resteront, mais a qui ont doit préserver une totale dignité, préventives ensuite à tous les autres âges de la vie… depuis l’enfance. Les modes de vie, les pratiques culturelles et sociales et professionnelles ne sont pas neutres pour nous aider à bien avancer en âge. Il y a la médecine, bien entendu… mais pas seulement ! En fait tous les domaines de notre vie et de notre activité doivent être impactés par cet objectif, à la fois individuel et collectif.
Oui, objectera-t-on, mais avec une crise aussi profonde, on ne peut pas faire de miracle… Si toute politique publique à un coût, il faut se questionner immédiatement aussi sur celui de son absence ou de son insuffisance. Ce n’est pas parce qu’on ne ferait rien, que cela ne coûterait rien… Au contraire même. Par ailleurs, loin d’appauvrir les Sociétés développées, l’augmentation de la durée de vie a plutôt dynamisé leurs économies…
Enfin l’essentiel n’a pas vraiment de coût économique : le changement de regard, la mutation culturelle de notre Société, encore marquée par un jeunisme paradoxal (qui n’évite cependant pas la maltraitance sociale des jeunes), la reconnaissance la pleine citoyenneté des plus anciens… Cela ne veut pas dire que cette évolution des mentalités soit pour autant facile à opérer. Le Ministère délégué à n’en point douter est là pour nous y aider !

Chez Cassandre, je ne vois vraiment pas ce qu’il y a de dénigrement ni de notre hôte ni sa politique dans mes posts…mais je serais heureux et curieux de savoir ce qui l´inspire à me taxer des péchés d’orgueil et de vanité.
Précisons donc encore un peu, car ce n’est pas parce que nous sommes au gouvernement (enfin, certains de nos élus) qu’il nous faut (à nous qui ne sommes…rien) laisser notre esprit critique au vestiaire.
Essayons même le lapidaire, car les temps sont durs, un peu partout…
Quand les p’tites malettes du FMI…descendront les Champs Elysées…, arrivées à la demande des grandes multinationales bancaires et autres mais très françaises, sera-t’il encore temps, pour un Président Normal de se demander ce que son socialisme veut dire de mieux que celui des Grecs..?
Si cet organisme, comme les institutions europénnes comme elles sont actellement, ne servent finalement qu’à donner un blanc-seing aux Etats nationaux…- comme l’ONU dont on attend le blanc-seing pour taper avec l’OTAN dans un Khadafi, ou un Assad demain ou un Almaninedjad aprés-demain -…mais pour taper dans les pensions, les salaires, le droit du travail et la Sécu (voir la Grèce, mais aussi le tout sarkosyste Rajoy, tout de même plus près de Bordeaux!) ….et revenir au bon vieux temps de la « codicia » pure et simple d’une droite libérée de tous ses phantasmes humanitaires, avec la bénédiction d’églises en arrière toutes….
On finit par se demander si les nationalismes qu’on voit repoindre un peu partout comme une réaction à « la crise » ne sont pas, au contraire, le fer de lance de ceux qui la provoquent continuement, cette « crise ».
Faudra-t’il laisser dire que la France aurait déjà pris beaucoup d’avance sur la Grèce, qui pense seulement á renvoyer ses immigrés, fût-ce au prix d’une multiplication de camps..?
